Mr. Robert S. Carter was selected to the Senior Executive Service in May 2009. As Deputy to the Commander/Technical Director of the U.S. Army White Sands Missile Range, he is responsible for the successful operation of the largest over-land missile test range within the Department of Defense. White Sands Missile Range conducts over 500 tests annually with a test mission workforce of approximately 1,800 personnel. Mr. Carter is responsible for all scientific and technical policies and procedures as well as resource management plans and programs for the range.
