Logo: Shoulder sleeve insignia of the United States Army Test and Evaluation Command Colonel Winbush enlisted in the U.S. Marine Corps and graduated from basic training at Paris Island, South Carolina in 1981. Following his enlistment, he enrolled in Army ROTC at Old Dominion University and joined the Virginia Army National Guard, 111th Field Artillery Battalion as a Fire Support Team Chief. He received his commission in August 1987, and his initial operational assignment was as a Platoon Leader in the 74th Maintenance Battalion, Republic of Korea. Following Korea, Colonel Winbush was assigned to the 82nd Airborne Division where he served as a Platoon Leader and as Shop Officer in the 82nd Division Support Command. While assigned to the 82nd, he served with the 3rd Brigade Combat Team during Operation Desert Shield/Desert Storm. After completing the Combined Logistics Officer Advanced Course in 1992, Colonel Winbush was assigned to the 24th Infantry Division where he commanded a heavy maintenance company in 3rd Brigade Combat Team. As Company Commander, he deployed to Southwest Asia in October 1994 as part of Operation Vigilant Warrior. Following command, he was selected to serve in the Army Acquisition Corps and was assigned to the Reagan Test Range, U.S. Army Kwajalein Atoll in the Republic of the Marshall Islands. Other notable acquisition assignments include: Combat Developments Officer in the Combined Arms Support Command, Deputy Technology Program Manager in the Armament Research, Development and Engineering Center, Assistant Product Manager in the Office of Product Manager for Mortar Systems, and Special Assistant to the Army Materiel Command (AMC) Commanding General. Following AMC, Colonel Winbush served as the Product Manager for the Intelligent Munitions System, Picatinny Arsenal, New Jersey. Prior to his assignment to the Army War College Fellowship Program, he served as the science and technology advisor at U.S. Joint Forces Command. During this assignment, he deployed to Afghanistan as the U.S. Forces-Afghanistan Science and Technology Officer.

Colonel Winbush earned both a Bachelor and Master of Science Degree in Engineering from Old Dominion University. His military education includes the Army War College Fellowship Program, the Army Command and General staff College, the Combined Arms Services Staff School, the Combined Logistics Officer Advanced Course, the Support Operations Course, the Ordnance Officer Basic Course, the Drop Zone Support Team Leaders Course, the Jumpmaster Course, Airborne School, the Program Managers Course, and the Materiel Acquisition Management Course,.

Colonel Winbush’s military awards include the Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal, Army Commendation Medal, Army Achievement Medal, Korean Defense Service Medal, the National Defense Service Medal, Southwest Asia Service Medal, the NATO Medal, and Parachutist Badge.
