COL David R. Cheney II will assume command of the White Sands Test Center on June 26, 2018. He will be responsible for the Department of Defense’s largest land based test range facility. The White Sands Test Center provides test, analysis, evaluation, and research support services for the nation’s most critical defense programs.
Prior to taking command, he attended the U. S. Army Senior Service College at Carlisle Barracks, Pennsylvania. Colonel Cheney, a native of Columbia Missouri, was commissioned into the Aviation Branch in 1993 following graduation from the University of Missouri.
His military education includes the Aviation Officer Basic Course, the US Army Rotary Wing Aviator Course, Maintenance Management Course, the Combined Logistics Captains’ Career Course, the Combined Arms Services and Staff School, the Army Acquisition Officer Basic Course, FA 51 Intermediate Qualification Course, and the Program Manager’s Course. COL Cheney is a UH-60 A/L/M Maintenance Test Pilot, UH-72 Lakota Functional Check Pilot, and Master Army Aviator.
Throughout his military career, COL Cheney held various command, staff, and acquisition assignments prior to his assignment to the Utility Helicopter Project Office, Redstone Arsenal, Alabama as the Product Manager for the UH-72 Lakota helicopter program and Program Executive for Aviation’s Liaison Officer in Afghanistan. His aviation, logistics, command and staff assignments include service in 4/2 Armored Cavalry Regiment, H Company 159th Aviation Regiment, 2-2 Aviation Battalion, and B Company 8th Battalion 101st Air Assault Division. He commanded Delta Company, Aviation Unit Maintenance, 2nd Battalion, 2nd Infantry Division, Camp Stanley, Korea. His acquisition assignments began at Operational Test Command as the Test Officer for the UH-60M program completing the Limited User Test. His Program Executive Office, Aviation assignments include Assistant Product Manager Test and Production, Assistant Product Manager P3I, UH-60M Product Office, and Headquarters Department of the Army Systems Coordinator for Utility Helicopters.
COL Cheney’s awards and decorations include the Bronze Star Medal, Defense Meritorious Service Medal, the Meritorious Service Medal with five oak leaf clusters, the Army Commendation Medal with oak leaf cluster, the Army Achievement Medal, the National Defense Service Medal, the Armed Forces Expeditionary Medal, the Afghanistan Campaign Medal, the NATO Medal, the Army Service Ribbon, the Overseas Service Ribbon, the Army Staff Badge, the Master Army Aviator Badge, and the Air Assault and Airborne Badges.
