Department of Defense Area Frequency Coordinator, White Sands Missile Range (AFC-WSMR)
The AFC-WSMR Office has the responsibilities for managing frequency allocation, and authorization, for requested frequencies by DoD customers operating spectrum-dependent systems, within the entire State of New Mexico, the State of Texas west of 104W, Western Colorado, and Eastern Utah between 108W and 111W. This region includes WSMR (Army), Fort Bliss (Army), Kirtland AFB (AF), Cannon AFB (AF), Holloman AFB (AF), as well as the Naval Surface Warfare Center, Port Hueneme Division, White Sands Detachment, and the New Mexico National Guard (NMNG). AFC-WSMR follows the procedures and policies for coordinating frequency allocation for research, development, acquisition, fielding and operation of Army material requiring frequency spectrum support. AFC-WSMR adheres to the Army spectrum management functional processes necessary to implement the National Telecommunications and Information Administration (NTIA) Manual of Regulations and Procedures for Federal Radio Frequency Management, the provisions of Dept. of Defense Instruction (DoDI) 4650.01, Policy and Procedures for Management and Use of the Electromagnetic Spectrum, and Army Regulation (AR) 5-12, Army Use of the Electromagnetic Spectrum. Due to its multi-service nature, AFC-WSMR also supports the requisite Air Force and Navy Spectrum Instructions.
The Area Frequency Coordinator is authorized to negotiate band sharing and mediate spectrum conflicts and radio interference, directly with all area government and civil activities. This decentralized organizational structure allows maximum flexibility for test operations, and avoids lengthy processing at the national level.
AFC-WSMR is part of HQ Army Network Enterprise and Technology, Command (NETCOM), Army Chief of Staff G-3/5, Current Operations Division, Spectrum Operations Branch.
